Southeast Asia, as one of the most dynamic economic regions in the world, has maintained rapid and stable economic growth since 2000. However, in recent years, under the pressure of technological disruption, enterprises have faced a shortage of skilled talent, and graduates trained under the current system are unable to meet the rapidly evolving needs of industries and companies. This has caused the region's sustained economic growth to encounter bottlenecks. In many Southeast Asian countries, the vocational education standard systems are still incomplete, with gaps in the establishment of programs and technical standards. The training of local skilled professionals is disconnected from the development of industries and enterprises, leading to an urgent desire for collaboration with China in the field of vocational education. This cooperation would aim to promote the application of vocational education outcomes in universities and industries across these countries, thereby advancing cooperation and development between Southeast Asia and China.
In response, the Southeast Asian Ministers of Education Organization's Regional Centre for Technical Education Development (SEAMEO TED) has launched the "China-ASEAN 2030 TVET Flagship Courses Sharing Initiative." This project aims to promote high-quality digital courses from Chinese institutions through the China-ASEAN Technical Education Cooperation Platform, fostering more skilled technical talent in the region and supporting the development of each country.
I. Organizing Parties:
1. Initiating Party: Southeast Asian Ministers of Education Organization Regional Centre for Technical Education Development (SEAMEO TED)
2. Supporting Parties: Ministry of Education, Youth and Sport of the Kingdom of Cambodia
3. Implementing Party: Chengdu Xue Er Shi Xing Education Consulting Co., Ltd., China-ASEAN Technical Education Cooperation Platform (CATECP)
4. Executing Party: Wuhan Lianyuan Network Technology Co., Ltd.
II. Project Content
Chinese vocational institutions, based on their respective strengths, select digital flagship courses and develop them into internationally oriented digital flagship courses. These courses are published on the China-ASEAN Technical Education Cooperation Platform, and promoted by the Southeast Asian Ministers of Education Organization Regional Centre for Technical Education Development (SEAMEO TED). Relevant course experts will be included in the expert database, and SEAMEO TED will organize the issuance of course certification.
III. Major List for Digital Premium Courses
The major list for China-ASEAN 2030 TVET Flagship Courses Sharing Initiative can be found in Attachment 2: List of Compatible Majors.
IV. Application Guidelines
1. Chinese higher vocational institutions should apply by major, with each major allowed to apply for 2 to 5 courses.
2. If an institution already has a Chinese version of a digital flagship course, it shall be upgraded to an English version. This includes adding English voiceovers and English subtitles to create an internationally oriented digital flagship course.
3. If a college is developing a new international digital flagship course, it must have English voiceovers and English (or bilingual Chinese-English) subtitles.
4. After the application review is approved, the college should submit relevant materials for the digital flagship course as required. The copyright of the digital flagship course belongs to the college, which authorizes the implementing unit to publish the digital flagship course on the China-ASEAN Technical Education Cooperation Platform and conduct promotional training aimed at Southeast Asian countries.
V. Respective Responsibilities
1. SEAMEO TED:
l Provide the list of the "China-ASEAN 2030 Vocational Education Flagship Courses Sharing Initiative."
l Review and issue certifications.
l Organize and hold the regional digital Flagship course exchange international seminar.
2. Chinese Vocational Institutions:
l Submit application materials to SEAMEO TED based on their professional strengths.
l Develop digital flagship courses.
l Conduct faculty training for the digital flagship courses.
3. Implementing Party:
l Handle the submission of application materials, overseas communication and coordination for project applications, and the delivery of certificates.
l Provide translation services for application materials, meeting invitations, and other related services.
l Organize faculty training services for digital flagship courses.
4. Executing Party:
l Establish a project expert working group responsible for selection and review, process guidance, result material auditing, training, and other related tasks.
l Develop a project implementation and promotion plan, including liaison and coordination work.
l Coordinate the faculty training services for the digital flagship courses.

From October 2024 to December 2024.

1. Chinese vocational institutions that meet the criteria and are interested shall submit an electronic version of the application form (Format: Institution Name + Applied Major) by December 30, 2024, to course202410@163.com., and cc: catecp@china-asean.cn.
