China-ASEAN Technical Education Cooperation Platform (CATECP) Call for International Courses

On June 23, 2020, ahead of the 36th ASEAN Summit, the leaders of the ten ASEAN countries collectively adopted the Declaration on Human Resources Development for the Changing World of Work and the ASEAN Council for the Development of Vocational Education Reference Regulation. In the Declaration, ASEAN countries resolved to make ASEAN's human resources contribute positively to sustainable development through a variety of measures, including the promotion of policy initiatives on vocational education for lifelong learning, the platform establishment for vocational education development, and the enhancement of ASEAN's human resources cooperation with external partners.


The China-ASEAN Technical Education Cooperation Platform (CATECP), initiated by the Southeast Asian Ministers of Education Organization (SEAMEO) and led by the Southeast Asian Ministers of Education Organization Regional Centre for Technical Education Development (SEAMEO TED) has introduced over a hundred courses since 2020.


As of June 2024, CATECP has cooperated with 11 Southeast Asian countries and many provinces in Southwest and Southeast China (including Guangxi Zhuang Autonomous Region, Sichuan Province, Guizhou Province, Jiangxi Province, Jiangsu Province, Fujian Province, Henan Province, etc.) CATECP has covered more than 2,000 colleges and universities in 11 Southeast Asian countries and more than 300 high schools in Southeast Asia Vocational and Technical High Schools Union. In China, CATECP has cooperated with more than 50 colleges and universities, Over 200 courses have been developed, Includes more than 40 majors, including intelligent manufacturing, transportation and logistics, automobile repair, road and bridge, etc., and directly trained more than 50,000 people. January 2024, CATECP in Phnom Penh, the capital of the Kingdom of Cambodia, co-organized China-Southeast Asia International Technical Education Cooperation Summit with the Cambodian Ministry of Education, Youth and Sports, and collaborated with relevant enterprises and universities to jointly carry out relevant training, laying a foundation for regional integration of industry and education.  On April 24,  CATECP joined the GO INTERNSHIP Industry-Education Integration Initiative at the "2024 The Indonesia Education-China Industry Talk," organized by the Ministry of Education, Culture, Research, and Technology of Indonesia. This move positions CATECP as a key platform for enhancing skills among ASEAN youth.


In August 2024, based on its rich experience in school-enterprise cooperation and from the needs of many Chinese enterprises going overseas, CATECP plans to intensify efforts to gather high-quality international technical course resources from higher vocational institutions, research institutes, and enterprises within China. These resources will be promoted in ASEAN countries, with the goal of fostering increased education and technology collaboration between China and ASEAN, and developing more localized technical talent to support the overseas expansion of Chinese companies.

III. Target Group

For ASEAN countries, Chinese higher vocational and secondary vocational colleges, research institutes, enterprises and public institutions that have had relevant technical cooperation in vocational education.


IV. Courses and Requirements

1. Course orientation:

The audience of the course is mainly students and technical personnel of enterprises from ASEAN countries. The language expression should be concise and easy to understand. The content should carry out the principle of highlighting the key points, fewer and better. The content should pay attention to the rationality of the structure, and the difficulty of the whole course should be medium to low.

The content should respect the culture and religious customs of each country, follow the laws of vocational education, focus on the combination of theory and practice, design the framework and content in accordance with the level of industrial development and vocational standards, and cover the core skill of the courses. At the same time, the courses are designed to emphasize practical applications and the development of technical skills, encouraging alignment between course content and international professional qualification standards.

2. Course composition:

It consists of two parts: [video course resources] and [supporting courseware resources (usually PPT)].

3. Language:

(1) Video course resources must include English subtitles and voiceover;

(2) Supporting courseware resources should ideally be in English only, or in both English and Chinese.

4. Video resources:

(1) Generally consists of four modules: Beginning(Course Introduction Or Syllabus), Course Content, Post-Course Exercises, and Ending;

(2) Video Resolution: 1920 x 1080;

(3) Video Aspect Ratio: 16:9;

(4) Video Frame Rate: 25 fps;

(5)Video Signal-To-Noise Ratio: not less than 55db, no obvious clutter;

(6) Video Quality: the whole film image synchronization, stable performance, no out-of-step phenomenon, CTL synchronization control signal must be continuous: no image jitter jumps, no sudden change in color, stable image at the editing point;

(7) Video Length: Each course should be approximately 200-300 minutes long, with individual sessions typically ranging from 5 to 10 minutes;

(8) Video Signal: The amplitude of the full video signal is 1Vp~p, not exceeding 1.1Vp~p at maximum. Among them, when the blanking level is 0V, the white level amplitude is 0.7Vp~p, the sync signal is ~0.3V, and the color sync signal is 0.3Vp~p (symmetrical to the top and bottom of the blanking line), which is consistent throughout the whole film;

(9) Audio Parameters: clear and loud video sound, audio not less than 48KHz, audio bit rate 128Kbps (constant), not less than two-channel;

(10) Audio Signal-To-Noise Ratio: not less than 48db;;

(11) Tone: correct white balance, no obvious color cast.

Eligible and willing Chinese vocational colleges, research institutes, enterprises and public institutions, please submit the application form (refer to Annex 1, Stamped with an official seal) to catecp@china-asean.cn before December 31, 2024, naming the email as "Unit Name + CATECP International Course Submission Call".

1. Southeast Asian Ministers of Education Organization Regional Centre for Technical Education Development (SEAMEO TED):


Southeast Asian Ministers of Education organization is a regional international organization composed of national education authorities. Established in 1965 and headquartered in Bangkok, Thailand;at present SEAMEO has 11 member countries: Brunei, Cambodia, Laos, Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste and Vietnam. SEAMEO's highest decision-making body is the SEAMEO Council, which is composed of the ministers of education of the 11 Southeast Asian countries.


SEAMEO TED was established in Phnom Penh, Cambodia, on July 25, 2017,is one of the 26 regional centres of SEAMEO,which is committed to enhancing the regional technical education level. It is the leader of technical education development in Southeast Asia with the mission to assist SEAMEO member countries in advancing the development of technical education and finding sustainable human resource solutions to advance the region's economic and technological development. The main responsibilities of SEAMEO TED include: (1) promotion of technical standards and international curricula in ASEAN countries; (2) promotion of cooperation and platform building among ASEAN countries in various institutions, governments, enterprises, and other related sectors; (3) provision of professional and technical consultancy for international competitions, conferences, research, and training related to technical education in the region.


China-ASEAN Technical Education Cooperation Platform (CATECP)


China-ASEAN Technical Education Cooperation Platform(CATECP), led by SEAMEO, was established under the support of SEAMEO TED. In 2021, the Department of Education of Guangxi Zhuang Autonomous Region of China and SEAMEO TED signed a bilateral governmental cooperation agreement at the China-ASEAN Vocational Education Joint Exhibition and Forum, The platform has embarked on a new journey to facilitate mutually beneficial cooperation in education and technology between China and ASEAN.


CATECP actively collaborates with provincial education departments across China to advance the development of vocational standards between China and ASEAN. The platform aims to promote the efficient use of resources and facilitate smooth cooperation in technical education by overcoming barriers to standard recognition. It seeks to foster friendly exchanges in the education sector, address the need for unified technical standards between China and ASEAN, and encourage the practical application of professional courses and standards in universities and industries across ASEAN countries. This initiative supports broader cooperation between China and ASEAN in multiple areas. To date, the platform covers over 2,000 universities in 10 ASEAN countries and more than 300 vocational high schools in the Southeast Asia Vocational High School Alliance. The ASEAN expert database has over 500 experts from the technical fields of ASEAN and China.
